Open the barn door before or during Midnight, follow the ghost behind your house to the area above the stone-paved stairs, then use the Hoe on the soil in front of it. The first successful resolution unlocks the Livestock Whistle (家畜の呼笛).
Cow Ghost can return later, even after you have already resolved the event once. Getting the Livestock Whistle does not permanently prevent another appearance.
